Abstract |
Background. The economy’s transition to an innovative type of development is one of the most difficult challenges for modern Russia. In order to solve this problem it is required to thoroughly study the regulatory capacity of the modern State, to search for the most effective economic management tools, among which the innovation potential of small and medium-sized enterprises (SME) occupies the central place. The aim of this work is to analyze the possibility of using small and mediumsized enterprises of the Russian Federation in managing the innovative economic development.
Materials and methods. The research objectives were achieved through a review of SME development statistics in Western countries and Russia, the main provisions of the innovation economy development concepts in works by Russian and foreign economists and statesmen. The methodological capacity included methods of comparative- historical, institutional and evolutionary, statistical analysis, which allowed to identify tendencies of formation and management of innovative economies.
Results. The article identifies main regularities of the modern SME policy, related to the change of economic laws under the influence of information and dissemination of IT technologies, among which stands out the rapidly growing SMEs in industries that use the intellectual and creative potential of entrepreneurs. In this connection, the study justifies the use of SMEs as a key factor in the management of innovative eonomic development. The article describes the review of results and prospects of SME factor usiage in the State program "Innovative Russia – 2020".
Conclusions. This study allows to understand the essence of SMEs as an innovative one by nature. Its extension has become an essential factor for the effective management of innovative economies, both at enterprises and the national economy as a whole. Without reliance on this factor the strategy of innovative development, declared by the RF Government, cannot be realized.
